Sir Basil Blackett came to see me
yesterday and left with me the attached memorandum (No.5). He said that Imperial and International Communications Limited were disposed to consider the purchase of the Hong Kong and British North Borneo wireless installations. I discussed
the question with him on the assumption that,as the British and Dominion Governments have got
a direct interest in the revenue of the Company we ought to treat them as friends and, more or
less, as partners. I told him that I thought the general feeling of the Government was that we did not wish to carry on as Government
